How do need a embroidery machine for this?

I want an applique like in this picture. How do I get finished edges like it? I don’t have a serger or embroidery machine.. Is that what I need? Could I do it with a zigzag stitch?
I posted a few minutes ago about my onesie tearing, because this is what i’m trying to achieve.
